CONSTITUTION

ARTICLE I. Name and Purpose

The name of this organization shall be the University of Oregon Library Staff Association. The purposes of the Association are

ARTICLE II. Membership

All faculty and classified employees of the library system are automatically members of LSA, effective upon appointment. This includes both permanent and temporary employees.

ARTICLE III. Association Calendar

For all purposes -- including terms of office, fiscal planning and accountability, and collection of annual dues -- the Association shall operate on a twelve-month calendar beginning August 1 and ending July 31 each year.

ARTICLE IV. Officers and Duties

  1. Officers of the Association shall consist of the positions listed below. The term of office is one year. Officers may serve consecutive terms.

    1. Chairperson. The Chairperson shall arrange for and preside at all general meetings of the Association and all meetings of the Executive Council. The Chairperson may call special meetings as needed. Upon completing a term or terms in office, the Chairperson may continue to serve as a member of the Executive Council for one year.

    2. Vice-Chairperson. The Vice-Chairperson shall assist the Chairperson in conducting the business of the Association, shall preside at meetings in the absence of the Chairperson, and shall succeed to the office of Chairperson in the event it becomes vacant before the end of the term. The Vice-Chairperson shall also arrange for obtaining and maintaining written summaries of all actions taken at meetings of the Association and all meetings of the Executive Council.

    3. Treasurer. The Treasurer shall have responsibility for collecting all income and for paying all debts of the Association, and shall serve as a member of the Ways and Means Committee.

  2. Executive Council

    1. The business of the Association shall be conducted by an Executive Council composed of the officers of the Association and a representative from each standing committee as listed in the Bylaws.

    2. Among its duties, the Executive Council is responsible for determining the time of Association meetings and programs, for maintaining the Association Bylaws by amending them as needed, for coordinating the work of Standing and Special Committees, for approving expenditures of Association funds, for conferring with the Library Administration, for conducting any membership votes, and for appointing members to fill office and committee vacancies as they may occur in a year (except as otherwise specifically provided).

    3. It is the responsibility of each Executive Council member to pay Association annual dues for the year of their term of office.

ARTICLE V. Annual Dues

  1. Annual dues for members of the Association as of 1998/1999 shall be $6.00.

  2. Dues may be increased in subsequent years by Executive Council amendment of the Bylaws of the Association. However, dues may not have an average increase exceeding one dollar per year unless this Constitution is amended.

ARTICLE VI. Amendments

Amendments to the Constitution shall be made in the following manner: A proposed amendment shall be submitted to all members for discussion before it is voted upon. Discussion and voting may take place electronically. A simple majority of votes cast shall be necessary to declare the amendment adopted.

BYLAWS

ARTICLE I. Appointment of Volunteers

Each May, the Executive Council shall solicit the entire library staff for volunteers willing to serve on LSA committees in the coming year. Each June, a written list of volunteers shall be presented at the Gonzo, and members in attendance will be asked to approve their appointments by acclaim. Before September 1, a meeting of the new year's volunteers shall be held, at which time the Association Chairperson and Vice-Chairperson shall be chosen by the volunteers.

ARTICLE II. Dues

The annual dues of this Association shall be $6.00. The Treasurer shall provide a receipt, showing the year for which dues have been paid, to each dues-paying LSA member. The LSA Executive Council encourages members to pay their dues yearly.

ARTICLE III. Committees

  1. Before September 30, each committee shall designate a representative to sit on the Executive Council. Committees shall arrange for minutes of meetings and for the posting of those minutes on the web, linked to the LSA home page.

  2. The standing committees include:

    1. House Committee: Recommends rules and regulations governing the use of the Knight Library staff lounge; ensures that the lounge is kept in proper order. Responsible for the furnishings and upkeep of the staff lounge. Arranges recycling for LSA events.

    2. Program Committee: Plans and arranges programs for the library staff at least quarterly, including the annual Gonzo Review.

    3. Publicity Committee: Creates and mails hard-copy and e-mail flyers and invitations for all LSA functions. Updates events web page. Maintains mailing list of former staff and mails flyers and invitations to inform them of selected LSA events. Works closely with the other LSA committees to ensure timely and accurate publicity.

    4. Social Committee: Plans and organizes the holiday potluck in December and the spring social in May, as well as any other social events. May also provide refreshments for other LSA events.

    5. Ways and Means Committee: Prepares annual budget in consultation with Executive Council, conducts annual dues drive, raises funds, and carries out special projects as necessary.

    6. Web/Newsletter Committee: Develops and maintains a web site for the Association, including a monthly newsletter and other information of value to library system employees. Supplies a forum to which all library employees may contribute.

    7. Welcome Committee: Welcomes new employees, arranges for tours of Knight and branch libraries for them, invites them to participate in Staff Association committees and events, and encourages them to pay dues. Maintains a hard-copy LSA brochure to give to new staff, which includes a listing of the committees and officers.

ARTICLE IV. Operational Guidelines

  1. The Treasurer will deposit funds into the LSA checking account in a timely fashion. The Treasurer will maintain a petty cash fund not to exceed $25.00, and shall reimburse members for legitimate expenses in a timely fashion.

  2. In recognizing the departure of an LSA member at the spring social, the Social Committee shall be guided by the following rules. Upon leaving the employ of the Library System, if a member has been here:

    1 through 4 years she or he shall receive a card
    5 through 15 years she or he shall be honored at the social, receive a card, and receive a gift certificate not to exceed $10.00 in value
    16 years or longer she or he shall be honored at the social, receive a card, and receive a gift certificate not to exceed $20.00 in value

  3. The spring social shall be held in May each year regardless of whether there is anyone to honor. The event may recognize employees who have left the Library since the last spring social.

ARTICLE V. Rules of Order

Where formality of process is appropriate, the Association shall be governed by Robert's Rules of Order.

ARTICLE VI. Amendments

Amendments to the Bylaws shall be made in the following manner: A proposed amendment shall be submitted to the current LSA Executive Council. Voting may be conducted by secret ballot. A simple majority of votes cast shall be necessary to declare the amendment adopted.
