University of Oregon Library Staff Association
Below is a proposed revision of the LSA Constitution. New wording is in
red (proposed by the executive council) and gold (added later based on
member feedback). You may read the
comments here.
The comment period was March 29 through Friday, April 13.
On Monday, April 16, ballots were sent to all
staff via email for voting on the new constitution. Voting will be
completed by April 20, and the results will be announced in the May
newsletter.

CONSTITUTION
Adopted June 1, 1967, revised November, 1982 and March, 1983.
Rewritten October 1998 and Adopted November 6, 1998.
ARTICLE I. Name and Purpose
The name of this organization shall be the University of Oregon Library
Staff Association. The Association is created for the following
purposes:
The purposes of the Association are
- to promote communication and a spirit of cooperation and fellowship
among all library employees through participation in LSA activities and
events, and
- to offer opportunities for educational and skill development for all
staff through avenues such as
its
programs and service on Staff
Association committees.

to advance the mission of the University Library System,
- to support the
professional interests of its members, and
- to promote social interaction
of the membership through formal and informal activities.
ARTICLE II. Membership
All members of the University of Oregon Library staff are automatically
members of this Association, effective immediately upon the date of
appointment. All members of the Association have the right to
vote.
All faculty and classified employees of the library system are
automatically members of LSA, effective upon appointment. This includes
both permanent and temporary employees.
ARTICLE III. Association Calendar
For all purposes -- including terms of office, fiscal planning and
accountability, and collection of annual dues -- the Association shall
operate on a twelve-month calendar beginning August 1 and ending July 31
each year.
ARTICLE IV. Officers and Duties
- Officers of the
Association shall consist of the
following
positions , and each officer shall serve for a one-year term:
listed below. The term of office is one year.
Officers may serve more than one
consecutive
terms.
- Chairperson. The Chairperson shall arrange for and preside at all general
meetings of the Association and all meetings of the Executive Council. The
Chairperson may call special meetings as needed. Upon completing a term
or terms in
office, the Chairperson
shall may
continue to serve as a member of the Executive
Council for one year.
- Vice-Chairperson. The Vice-Chairperson shall assist the Chairperson in
conducting the business of the Association, shall preside at meetings in the
absence of the Chairperson, and shall succeed to the office of Chairperson
in the event it becomes vacant before the end of the term. The
Vice-Chairperson
shall also arrange for obtaining and maintaining written summaries of all
actions taken at meetings of the Association and all meetings of the Executive
Council.
- Treasurer. The Treasurer shall have responsibility for collecting all
income and for paying all debts of the Association
.
On the advice of the
Executive Council, the Treasurer shall prepare an annual budget of the
Association during the first quarter of the Association year. Quarterly
balance sheets shall be prepared for the Executive Council at the
beginning of the second, third, and fourth quarters., and shall serve as a member of the Ways and Means
Committee.
- Executive Council
- The business of the Association shall be conducted by an Executive
Council composed of the
following members: the three
officers of the
Association and a
representative
from each standing Committee as listed in the Bylaws.
- Among its duties, the Executive Council is responsible for determining
the time of Association meetings and programs, for maintaining the
Association Bylaws by amending them as needed, for coordinating the work
of Standing and Special Committees, for approving expenditures of
Association funds, for conferring with the Library Administration, for
conducting
elections and other Association any
membership votes, and for appointing
members to fill office and committee vacancies
as they may occur in a year
(except as otherwise specifically provided).
- It is the responsibility of each Executive Council member to pay
Association annual dues for the year of their term of office.
ARTICLE V. Annual Dues
- Annual dues for members of the Association
for as of 1998/1999 shall
be $6.00.
- Dues may be increased in subsequent years by Executive Council
amendment of the Bylaws of the Association. However, dues may not have an
average increase exceeding one dollar per year unless this Constitution is
amended.
ARTICLE VI. Amendments
Amendments to the Constitution shall be made in the following manner: A
proposed amendment shall be submitted to all members for discussion before
it is voted upon. Discussion and voting may take place
electronically. A simple majority of votes cast
shall be necessary to
declare the amendment adopted.
